Our client is one of the biggest utilities companies in Malta. The company is in a process of implementation of a large scale IT system. For this reason they are looking to hire Manager Integrated Solutions

The Manager Integrated Solutions will be reporting directly to the Chief Information Officer.

The Manager for Integrated Solutions Function will be entrusted to identify the necessary process changes and implement the technology required to increase efficiency throughout the Company. The incumbent will be expected to manage a small team of specialized process analysts and IS officers to manage a number of programmes and projects which contribute towards the Company's ICT Strategy and Corporate Business Plan as well as propose the necessary initiatives required to ensure that Company's objectives are met. He/She is expected to prioritize and schedule the implementation of such initiatives, as well as source and manage the resources required to implement successfully. Such implementations will often include, and the incumbent is therefore responsible for, software development and systems integration projects together with required maintenance and support services.
Experience
At least three years' related experience in a programme/project management or software development management role with strong exposure to significant change management programmes, business redesign, and implementation of large IS systems.
Duties:
The Manager, Integrated Solutions will be required to take a leadership role in the ICT programmes and projects, manage the ICT Integrated Solutions Management Section, participate in and manage outsourced relationships and liaison with peers in order to meet common ICT and Company objectives.
The responsibilities of Manager, Integrated Solutions will include the following, within the scope described in Basic Functions above:
- Contribute towards design and reviews of ICT strategy;
- Plan, manage and implement IS projects as identified in the ICT strategy;
- Deliver a periodic IS Strategy Plan which is aligned with key ICT strategic/ business plans, Corporate Strategy/ Business Plan and government ICT Strategy;
- Identify cost-effective investments in IS which support the mission and objectives of the Company;
- Lead specific end-to-end process transformation programmes/ projects wherein technology is a key driver to the underlying process of change;
- Determine and implement the necessary be-spoke systems to ensure that short-term business targets are met with the least possible investment outlay;
- Actively participate in the implementation of enterprise IS and related services in the Company, such as enterprise resource planning, customer relationship management etc.
- Develop the necessary Corporate ICT policies and standards applicable to his/her area of operations;
- Develop a broad knowledge of the overall business frameworks and architecture and the key business processes of the organization;
- Manage major implementation programmes and ensures maximum use and benefits from these major investments;
- Manage a .NET systems development and integration team;
- Analyse business/information requirements specified by the user community and architect solutions required to support those requirements;
- Analyze existing technical environments and implement improvements through the full systems development life cycle
- Create architectural documents and technical specifications based on these requirements, developing a strategic application architecture based on best practices, standards, and repeatable processes
- Define the scope and manage projects through the full SDLC; regularly report on progress to IT and business unit sponsors
- Participate within the ICT recruitment policy, specifically for human resources to be assigned to the incumbent's section;
- Monitor the performance of his/her section and instil the necessary framework and tools to be able to manage programme/ project portfolios;
- Provide timely information and briefing/ advice to the CIO to ensure his/ her awareness of strategic issues, problems and section progress against approved business plans;
- Investigate in liaison with the functional units of the Company, process improvements and submit recommendations as appropriate;
- Prepare and issues tender documents, response to evaluation and supplier selection in respect of IS procurement and any related services;
- Manage third party service agreements in relation to BPR/IS consultancy, IS specifications, IS implementation and IS maintenance;
- Propagate the use of knowledge/ information sharing, electronic workflow and e-services throughout the Company;
- Propose and implement customer centric e-services to improve customer satisfaction and reduce cost-to-serve;
- Liaison with other ICT managers to meet general ICT objectives and develop specific ICT projects;
- Perform in other duties as assigned by the Chief Information Officer;
Qualifications & Skills
Required:
- A degree level of education in ICT or a related field.
- Is able to identify problem areas within the organization.
- Excellent interpersonal and communication skills.
- Demonstrated problem-solving skills.
- Thorough understanding of business process re-engineering, preferably with an open minded and innovative approach.
- Demonstrated people management skills.
- Excellent project management skills.
- Good record in project management of software/systems implementations.
- Ability to communicate and apply concepts in an articulate, logical and structured manner.
- Proficient in the application of technology related to IS.
- Good writing skills.
- Strong leadership skills.
- Proven ability to work independently and under pressure.
Desirable:
- Post-graduate Degree level in ICT, Management, Business or Public Administration;
- Project Management Accreditation;
- Good knowledge of Six Sigma, LEAN or similar methodologies;
- Excellent writing skills;
- Strong understanding of electricity utilities;
- Strong understanding of ICT policy issues, as well as general regulation in Malta and the EU surrounding electricity utilities which promotes technology as a change enabler;
